It's still supposed to be her. At least, I personally got that pic in a set of similar-looking FFVI ecchi pics. And the file was named "terra-*number*".

Particularly Rosa, if limiting to the final party; if going beyond that, Cid, Tellah and FuSoYa are probably the least fanart-loved.

She gets a lot of good art though. It takes a ton of effort running through Japanese search engines to find it, but it's out there.

Yes, Edward and Edge DO get a lot of fanart, and the twins get a fair amount as well. I've found sites exclusive to Edward, and a few Rydia x Edge sites/webrings.
