It should be a combination of characters. Toejam and Earl could be the local village idiots, whilst a bunch of Snatchers run the Mafia!
Actually, wait, no, Snatchers should be a secret Mafia! When they kill someone, no one notices, and they TAKE THEIR PLACE! :O
That'd be too obvious though. :D
And slightly lame. :P
Also, are you at least going to include Pac Man and Mr. Game and Watch?

Also just fore warning, this game is gonna be fast. You might think it's a bit crazy as well but it really isn't. But it'll move fast.
