Marth's regular B can be used to recover, if you're above the level of the stage. You charge it up and it gains forward momentum the more it's charged I believe.
As for submitting stuff, it eventually just appeared there. The first time I went to replays it wasn't there. When I went back it was though, I think I might have connected to Wifi at some point between those two trips though.
