Cancer is a cardinal sign. The Cardinal Signs (Aries, Cancer, Libra, and Capricorn) are active and leading, taking up the initiative.
Cancer is also a water sign. The Water Signs (Cancer, Scorpio, Pisces) are emotional, intuitive, and sympathetic. They function off of emotion.
The combination of cardinal (active, forceful) and water (emotional, intuitive) equals an active and forceful approach to the emotional needs. Which is why Cancer is the sign associated with motherhood, and is probably the most emotional sign of all.
