    Seifer was just a guy with a romantic dream, that thought too high of himself. A mere side-kick for the main villain.
    And lets not distort things... Seifer wasn't destined to fight Squall. This was just the opinion of an unimportant NPC.
    Squall's destiny to fight Ultimecia on the other hand, was an important plot point of the story("the Legendary SeeD", "Fated Children", the time-loop, etc).
