On a more serious note, I would provide a reason for which the account was used (something like a competition where you needed to masquerade as someone else). Not that I would be found in this situation; if I want to tell someone something, I'll just tell them.

Again, I would post it in the staff Forums and make it knowledgeable to the powers that be. I would follow on the argument that inactive moderators are not conducive to a dynamic online community, especially when people might send requests to him without an expectation of response. A year is already enough.
If I wanted to be a jerk, I might just tell Loony BoB who is on my side to just remove the CK status unilaterally. If he hasn't been on, I would suspect that people would not notice. I will ignore his relationship with rubah.

I would find out how much they know (internet logs, anyone?), what they know, and how severe it is. If any such information could potentially compromise the Staff in a manner, that person(s) would be confronted and most likely banned on the spot.
In a more ethical manner, I would request to remove myself from Staff for having allowed the trust placed in my station to be violated. I would also let my failure be known to the remaining Staff and work to ensure that justice be resolved.
