I would assume they mean can't read. What the other groups are saying/deliberating about isn't really need to know for other teams. We're each our own staff, do you think it's right to go look in staff forum? Internal affairs are internal affairs. Outsiders don't need to see it. I honestly think they didn't even need to say to stay out, it should have just been inherent.
