Yeah what's with that? He turned up near the safe house later on and asked me to drive him somewhere.
There's I think 3 missions in all with that guy. Then later on that one guy you see with Little Jacob, Badaman or whatever, has his own little missions pop up just like the previous guy.

Pretty neat and weird at the same time. Not sure how many characters in all will have those sort of missions for Niko.
