If you're talking literally, it would be Zack. Who played the role of a run-of-the-mill hero.
If you're talking about in context of what makes a good story, it would be Cloud. His flawed and weak personality is what drives the game, and makes it interesting.

I voted for Cloud. Although I like Zack, I've always thought that Cloud was a better developed character.

Everybody knows, agrees and believes that Cloud Strife is a hero. Yes, i admit that, judging from my experience in reliving his journey in the game and from reading everybody's comments and replies.
However isn't Zack a hero too?
If i were to put it honestly, he was an UNSUNG hero.
He deserves it as much as Cloud, but not many people really let him to. I wonder why...
Remember at one point in the game, after the war in FFCrisis Core, Zack met Kunsel at SOLDIER floor.
Zack wanted badly for the people to notice his contributions however zannen des, the hero (Sephiroth) was choosen by the media. For me it was unfair as Zack's the one who did the main job.
Not only that. He saved Cloud (the people's hero... duh~), Genesis, did all the unwanted things people pushed at him but still, why can't he be a hero?
Zack: Hey, would you say I became a hero?
My answer is a BIG FAT YESSSSSSS!!!!!!!!!!!!!!

I like Zack a lot better than Cloud. Zack's story was more emotional and interesting to me.
I like cloud better as far as his story is a more interresting story but Zack was to me the real hero with out him cloud would have never been abile to go on and find the true power to finish the fight!

Well, Zack is a much better role-model. I don't know how he got killed by ShinRa soldiers whereas Cloud pwnz them real quick in FF7. Cloud also has some random fate/faith in him that makes him strong, like how he lives after Sephiroth stabs his arse (JK) and Cloud just takes the sword out and counterattacks and Sephiroth falls off the ledge/pipey-thingy. But, Zack still kinda saved the world after killing Genesis.
BTW guys...For some reason, I feel like Zack didn't try against the ShinRa soldiers. I think he wanted to die for some reason (maybe relevant to Angeal, wings, and monsters.)

Cloud hes a great hero but still sufers from a dark past and a lot of internal conflict.
Cloud beause he saves the world. That simple really.
Plus in Nibel he manages to defeat Sephiroth back when Cloud was just your average Joe and Sephiroth was your super solider.
You could argue that Tifa and Aeris are the main heroes too. Aeris saves the world too with Holy while it's Tifa who carries Cloud through portions of the game.
