Yes, the game was adamant about the player seeing that Cid could not effectively take action like Squall, Zell, Selphie, and Quistis. It would have been nice if he had taken some action about something at some point in the game — after all, you don't necessarily have to fight to be considered helpful, right?
I reckon he did a pretty good job of trying to keep Garden's old purpose and ideal alive: he encouraged SeeD to think for themselves, not just blindly follow orders, and he confronted NORG directly about those issues. That was pretty cool. He also remained fairly calm during the 'internal conflict' episode, and his knowledge of Balamb Garden's Centra origins led to it being saved from the missiles. Overall, I'd say he's a strong and capable guy - the game just did its best to discredit his non-violent approach to things, same as with the people of FH.
