The second one is definitely laughing at the stupidity of others because it implies someone, somewhere needed the sign or thought it was a good idea.
The sign declares something which you'd think would be obvious and so putting up a sign about it would be redundant (although it most likely signals that the road isn't sloped or even sloped downwards, so that it's especially much water on this road during rain).
The polar bear just looks a bit silly because it is not in its ordinary angle.
I usually laugh at stupidity. I am pretty much immune to normal humor unless its really funny.
