Jon Irenicus in Baldur's Gate 2. The perfect voice for such an evil bastard.
All of Fallout, but especially Marcus in Fallout 2.
Legacy of Kain. Dear sweet god, Legacy of Kain. No finer voice acting (or writing, for that matter) in any game. Particularly Soul Reaver, Soul Reaver 2, and Defiance. I'm sure there are honourable mentions, but they're far too distant to bother with.

Also, the Metal Gear Solid series, Kingdom Hearts 1 & 2, Prince of Persia: Sands of Time and some others I can't think of right now have good voice acting imo.
Starfox 64/Lylatwars/whatever.
I thought the voice acting was very good in that game, even if it was a little weird at times because of the characters trying to make words like "Dang!", "Crud!" and "Doggone it!" sound as harsh as your standard repertoire of four-letter words.
I LOVED the voice acting in Dragon Quest VIII!
Especially Yangus.
Im agreeing with the person that said Legacy of Kain, it would of slipped my mind but now that I think about it the entire series has terrific voice acting, especially when you compare the PS1 games to other games of its time.

Good English-speaking voice actors come in two categories: Robin Williams and Gilbert Gottfried. All others suck.
I play Lost Odyssey with the Japanese voices turned on, but I'd switch to the Italian (which I don't speak a word of other than merda) before the English.

Hell yeah. Cid is so grandiose, so overblown, he's perfect for that role - and the brilliant dialogue that goes with it.
In fact, FFXII is uniformly great like that. So many flawless performances. It's only Ashe and Vaan who lag behind, but that's because they're merely good performances, compared to the godly acting that makes up the rest of the game.
