My goal record is 22. To get a high score you need several favourable factors. Firstly, the opposition's goalie must be low levelled or have Hi Risk, and must not have Grip Gloves or Super Goalie equipped as these waste time. Secondly, the opposition's MF must be low levelled or have Hi Risk equipped, or have stats such that your MF can always take the ball from them. It's also useful if their MF has above average speed. Lastly, your MF needs to have high AT and SH. Larbeight and Linna are good candidates. Then all you need to do is steal the ball from their MF and shoot as soon as possible with a Lv3 tech.
Before anyone claims higher, the highest plausible score I've heard of is 27-0. As that is possible, 28-0 would also be possible given 14 goals were scored in one half when 27-0 was achieved.
