I'm fairly certain it is. I think a clearer version of that scene was released shortly after Birth by Sleep's announcement. It's Terra watching over Sora and Riku ((SPOILER)allegedly before he chooses Riku as the one who will receive the Kingdom Key, as suggested by his comments to Sora before the battle in KH2:FM).
