Old story, just a little ways outside of my city

A family takes their sick dog to the vet, they go on vacation, the vet returns the dog to the mayor, the mayor tells the family the dog has died when they return, the family finds out the dog didn't really die.

That's like stealing family! NOT ON!
Just say the mayor was trying to do something good, she still has to talk it over with the family because otherwise it's a crime. And to a crime, there is punishment.
