According the material released after FFVII, Vincent - and Yuffie, surprisingly - both went to Midgar and helped Reeve to evacuate the upper plate. Which was rather nice of them, I think.
This gets mentioned in the FFVII Ultimania thing, and it's shown in the introduction to Dirge of Cerberus.
