I never understood why Microsoft are always like this. Maybe they could do better outside of the US if they gave a damn about the rest of the world.
It's all legally related. I've asked them (and Nintendo and Sony :P) about it before. I'm sure they want to do this kind of stuff worldwide, but apparently it's complicated.
Edit: All the game-related stuff though is sure to come out everywhere. It's only the video content that gets barred.
I can see the licensing issues involved with so many movie studios, television studios, etc. being absolute nightmares. It's complicated enough to work out everything in the country these products are from. Making them available abroad has to be far, far more complicated.
