I thought all people with night actions, including mafia were encouraged to be thinking about their night actions the preceding day, so that minimal time passes through night sequence.

But just as some people are inactive at certain times during the day, some might also be inactive when the night starts. So even though they might have their night choices in mind, there's a possibility that they can't get on immediately.
