FF Maker?

Does anyone know of a game creation tool for 16 bit FF games? Zelda fans have an awesome one called ZeldaQuest . . . is there such a thing for making Final Fantasy games?

No, because unlike Nintendo, Square would shut down any fan project such as this.

There is however RPG Makers 2000, 2003, XP, and VX, and there are quite often sprite sets of Final Fantasy characters, as well as other games' sprites.

As per the above post, RPG Maker 2003 is very much an FF maker. Although the pacing of the battle system is initially horrible, once you learn how to force it to pace itself it runs fairly well.
