Oh yes, I can tell. Those ceiling lights are Kanagashima Concern 1979 Special Model 'Lux'. I can't entirely tell from this angle but I would guess they were installed in 1983 by Aoyami Installation Holding Entity, though it could be either an '84 for job by the same, or something 1984-through-'86 by... hmmm, I want to say Kondo Lighting Expert Group but it might conceivably be Kaneko Luminscent Shipping and Fishing Corporation (though if it is the latter, it means you're more likely to be in Futtsu, Chiba, as KLSFC only began operations in 1982 and they didn't really expand beyond Chiba Prefecture until the late 80s.)
