It's Kyouka from Kyouran Kazoku Nikki, I think it translates to Family Frenzy Diary or something. And I made it myself and by that I mean I found a textless ending and made screen shots.

It's C.C. from the anime Code Geass. I should find a new one soon. I've "made" most of my sigs and by made I mean I looked at Google Image Search and resized or cut images I found to make appropriate avatars or signatures.
I don't consider it a 'set' or any cool names like that as it is just two pictures. You'll have to ask the real Levian what it's all about
