Why would the figureheads not care? There can only be one reason. They themselves know NOTHING will change, regardless of which of the two parties win.
However this also reveals another startling truth, Gobo is not in fact just another Cog in the Machine, he knows to much for that. He is in fact one of the Machines operators, working diligently to keep his precious contraption together.
A Vote for either Avalanche or Shinra is a Vote to further Bokos plan.
