No, they are bent on destruction, ceaseless, mindless destruction. They cannot be blamed, they have been driven mad by the oppression of the Shinra, and now hate all life and lash out thoughtlessly against it, making no distinction between friend and foe. But they certainly won't lead to anything beneficial, they are just bent on tearing down everything that exists, even the beneficial things.
