They can be 80x80, yes.

I only noticed now that Celes's left leg and boot seem to move with the wind too.

it's actually the cape that's moving, causing her leg to get bigger (as the cape reveals it) and the shine on her shoe gets bigger as the cape lets in more light...i think it looks fine, that's how it's supposed to look
