Well I went from animated to non-animated. Hard enough for me to get one of my animations in the 60x60 size(me = bad with animations).
Anyhow, this should have been seen as coming. By changing the size limit and advertising it you promote people to gain new avatars. When the people doing the new avatars/resizes happen to be known as animated avatar makers you are going to run into at least a slight increase in animated avatars.
As for me if we go back to 60x60 I will be using my old animated cat girl again. If we stay with 80x80 I will probably continue to use non-animated avatars. Well unless there is a kb increase as well. A KB increase would push me to play with animations more.
Edit- Though hearing all the reactions to animated avatars makes me really want to make one.
Also if it went up to 100x100 or even 150x150(like I see on several forums) I would be even less likely to make animated avatars. At those sizes I can just make more small details. For example my current one was made for a forum with 150x150 size, and it looked a fair bit better there in my opinion. A lot of the micro detail isn't visible at this size(let alone 60x60).
