Your entries should look like they were done with crayon, colored pencil, etc... You get the idea.

If I took a piece of grid paper and used coloured pencil in certain squares and then looked at it from far away, that's what it would look like

If you really wanted to put each pixel in it's place, then yes, you could. But the idea behind an MS Paint contest is that you take a blank sheet and use basic tools like the pencil, spray can and bucket fill and draw with those. If you've ever played iSketch, that's the general idea.
