I'm getting that vibe too. Its like he dropped out of a 70's sitcom

Still, he's probably the most interesting design so far. He doesn't have the "borrowed" feel of the other character designs so things are looking a bit better. Now let's just hope the villain doesn't sport hair that defies physics.
