I have a theory on why the scene is so emotional, and why Cait/Reeve mentions it being his "Final Farewell" when it isn't. It's a long shot, but a theory nonetheless.

I always assumed they just thought he was part of the Golden Saucer, (which he probably was orginally) so they where slightly confused he decided to follow them, but not suspicious.

Your opinion I guess, but I didn't really see any character in FFVII as "usless" as each one can be perfectly leveled and Cait had one of my favourite skills (slots). I haven't played DoC though.
