Ok , since no one is answering , I'll try to offer you some help
I believe you can find dead peppers once you obtain red or blue chocobo , I think it was light blue...once you obtain one play chocobo hot & cold minigame and sooner or later you'll find one. I hope this was helpful...
You can get them when playing Chocobo Hot & Cold in Chocobo Forest/Lagoon etc I believe, once you have the Red Chocobo.

you know I think I remember getting some out of a chocograph chest. I could be wrong though. Anyways they pop up a lot when you are trying to get the robe of lords with hot and cold points.

you gotta get chests from the chocographs and sooner or later you'll get a different colored chocobo.

Dont worry, once you actually get to the point in Hot & Cold where you can obtain Dead Peppers, it wont seem so confusing.
