I can do it with a series of screenshots. The last one shows the decisive loss.
The lowest I've ever seen Teioh was a top speed of 88 in an A Class Rank, when I had a (not so) Good Chocobo with a top speed of 80.
Teioh's top speed is always 10% higher than yours, and his stamina is always 25% higher than yours. His sprint speed seems to be the absolute max no matter what, though.
Oops, almost forgot my answer to the new question!
(SPOILER)No, it does not. At other times, it allows you to fight random encounters in the room with the alarm. During the raid on the Underwater Reactor, however, those encounters are activated anyway. The only change is the noise and the red light.

(SPOILER)The only thing sounding the alarm does is activate random encounters in that room(and make the officers training there run off like a bunch of scared rabbits). You can actually do this the first time you enter the room waaay back on your first visit to Junon and fight much more powerful enemies than you're supposed to, gaining levels like crazy.
(SPOILER)Not apart from making the noise and lights, because battles are already enabled. Usually there aren't battles there, in which case the answer would be yes, but you were specific.

Alright, the answer was no, it does not affect the game in any way.. Random battles are already activited in that mission.

Scratch that, I misread. Umm, I think Hard Edge is one of the items.
Also, you may want to deduct half a point for every wrong answer as well so people don't just blurt out items hoping some will hit.
