Im pretty sure Audacity could help with that: Audacity: Free Audio Editor and Recorder
It depends on how bad the static is, and how distorted the sound is, but if it's not too bad, Audacity might be able to do the work. Here's a video on how to do it. There's a lot of talking in the video, she gets to the point around 3:30. Alternatively, just check the static guide.
If the noise is bad, you'd probably need more professional software, and even that's no guarantee for good results.
Edit: This woman's voice is incredibly pleasant to listen to. I'm leaving it playing just because I'm enjoying her voice so much.![]()
