It depends on how bad the static is, and how distorted the sound is, but if it's not too bad, Audacity might be able to do the work. Here's a video on how to do it. There's a lot of talking in the video, she gets to the point around 3:30. Alternatively, just check the static guide.

If the noise is bad, you'd probably need more professional software, and even that's no guarantee for good results.

Edit: This woman's voice is incredibly pleasant to listen to. I'm leaving it playing just because I'm enjoying her voice so much.
