After playing a league, leave the Blitzball menu before checking the prize of the next league. Save your game and now check the prizes for the next league. If it's not the Jupiter Sigil, reset and try again, and repeat until the Jupiter Sigil appears as a prize. The same trick should be applicable to Jecht Shot 2 with Tournaments as well.
