I'm going to guess it is a monster that is humanoid in form... I don't know which one would work... The second line makes me think the answer is around Midgar.

Is it the Death Dealer?
You said the Devil Ride was close, but I'm not sure if you meant geographically. The northern crater is a ways from Midgar, but Death Dealer seems to fit the last line fairly well.
