I don't think he's talking about the damage limit. I think it refers to the AP that goes into the materia. Can't be sure though. Everything's wrong in here.
So I'm pretty sure it's a support materia (blue materia). Is it Magic Counter?
I would take a wild guess and say Apocalypse but you said it wasent a weapon didnt you
