what i think is the hinge for directional thinking here is teh word "arrest." english would dictate that it would be accosicated with the lawful arrest of an unlawful person. however, the root word from french strictly means "to stop." once i could determine which word it was, i could progress further in my thinking.
so until then, i shall guess the first chest you find in the northern crater, the item that lets you create your own save point. you are arresting (stopping) sephiroth for the final time, and its an awesome item cause, hell, you can create your own save point location...

cloud and co get arrested at shinra tower, gold saucer/corel and junon execution, as far as i know.
I am talking about the arrest at Junon, same time period as my last riddle, between the beginning of disk 2 and the arrest at Junon.

the arrest at junon happenes after summiting the ice mountains and completing the whirlwind maze, yes? then you wake up in custody with meteor hanging high in the sky, and are sentenced to execution by gas chamber, but then Emerald (i think) WEAPON attacks and you get free because of it?
