Going along with the materia idea... Is it throw? If you throw a lot of money it does more damage than your parties attack, it can, theoretically kill some monsters in one hit, and I wouldn't normally think of it as "powerful".
Throw has power. Item/money determines it. So, no.

I will say that it is not a command.
Since we've already established that it has no power (3rd line), if you figure out the 1st line then you've essentially got it.
Is it limit breaks............I'm trying to think of something the "exceeds", (go beyond/ be better/ surpass/ect.) but its not working... ugh!
Well ignore "exceed" for now and figure out what your most powerful ally is. Then ways in which things are able to exceed it.
