I can be used to defeat the most powerful foes,
Yet what you deem "powerful" is not within my nature.

Ok I'll run over what we've established so far:
- It is NOT a command (ie selectable in battle);
- Its uses are VERY helpful for the most powerful bosses;
- It is NOT a weapon/armour;
- It exceeds the Knights of Round materia somehow;
- It does NOT have any strength of its own.

Well if Rantz is stumped then there's no hope for the rest of us! So something "better" than KOTR but not powerful.... The only thing I can think is Quadra Magic but that was already guessed... *scratches head*

In response to Guardian XIII, yes it is some type of materia, but please don't just guess it through the process of elimination.

Oh and Tifa_Lockhart88 I wouldn't necessarily say it's better than KotR. That's probably a matter of opinion.
