I know its unlikely but im thinking Sephiroth as you lose the black materia to him and when Cloud is outside his body its better if you dont bother to try and stop him as it only delays the inevitable. The gift he bestows makes people abandon midgar turning it into a forest.

cloud and co. have to "lose" to diamond weapon, and its kinda null and voided, because he ends up running away. and then Rufus blows a hole through him and opens up northern crater for cloud and co. to kill sephy and save the world.
