I think specifically it's the number of materia per character when fighting Emerald. As mentioned, it affects the damage the ATS does.

Ha...I thought the Lbs was pounds, which made me think of the huge weight used for the ????.

Anyway, on to the riddle:

Nor in the pull of wires.

And by quelling spectral fires.
