Akira Toriyama art style notwithstanding (the man is fairly weak for female character designs), I find Schala Zeal from Chrono Trigger to be rather beautiful. Aesthetically, the hair is the main attraction (I am partial to extremely long hair that is put into unusual, somewhat elaborate arrangement), with the implied notion that a great deal of care was put into every strand, so that every wayward lock of the bangs that breaks the uniformity of the hairstyle is put there intentionally. And it is blue. Wonderfully exotic appearance that way, and her somber grandeur is communicated through her face rather than her reproductive anatomy. And with an appropriate amount of wind plied against those flowing garments, she could be vision, indeed.
Next would be KOS-MOS, from Xenosaga III, in particular. Somewhat of a revamped, sleeker Schala, in some ways. KOS-MOS is obviously designed to be a more overtly "sexy" character, what with the impractical cleavage window, revealed abdomen, and emphasized thighs, but it is the more minor details that make her interesting for the eye -- the unusual tiara ornament across her forehead, the curve of her shoulder and inconspicuous neck beneath the taut black fabric of the suit, the slim hand, etc. In the Xenosaga series as a whole, KOS-MOS additionally has a particular style of moving, all very lithe and immodest. Intense eyes, as well, which is always important.
