I don't know why but I always found it really easy to get Aeris to level compared to other characters which kinda makes sense you'd have her up in the party alongside Cloud and most likely Barrett for most of the early part of the game then BAM she's gone it was designed so she'd have an emotional impact I think and make players think "wtf I just worked so hard to get her so good and now...OK NOW I WANNA KILL SEPHIROTH!"
I don't know about people dying in FF games, I will say the Garden to Garden battle in FFVIII when Squall gives his speech to the weary, defeated SeeD and SeeD Cadets in Balamb Garden before they launch one of the most kick ass counter assaults in the history of FF games was pretty damn good at choking me up because by that point I had found my muse in the game's storyline.
Also in FFIX when you're in Burmecia and get your asses handed to you and Freya fails to protect her people that is quite great along with the death of Brahnne. Brahnne is the most hatefully ugly FF character I have ever seen, heck Quina looks better! but her death affects Garnet so deeply and that is quite moving the other great key moments are when the silver dragons are about to swamp you and Beatrix saves the day with the worlds Airship fleets rising out of the super thick mist to take up the fight to buy you time. We cannot mention this title without mentioning the whole blackmage, genome, kuja, vivi, zidane, garland storyline either though.
FFX was a pretty emotional game I remember when I saw Tidus and the others skating the chains in the Bevelle I felt like cheering, when they "failed" and Yuna throws herself off the temple then I felt like "Aww man!" not to mention the large number of pointless, needless deaths in the game and the entire "your own father wants it to be you to kill him." thing.
I think if I could have killed off any FF character so far in the games I played I would have killed off Barett in FFVII not because he sucked or anything he was one of the best but because I feel that Aeris dying wasn't enough though the party loses someone special sometimes players don't get Yuffie or Vincent until way after this fact and so why would those 2 be sad about her death?
Cid from FFVI is still one of my favorites, mostly because you can actually save him though. The fact the player can blame himself for not saving the old coot sorta oversteps the boundaries of simple gameplay and storytelling to add a greater deal of emotional merit to the experience overall. You can actually understand Celes' despair and understand the most powerful moment in that game. He was never a major character but I find it quite amazing to see such a minor character get quickly elevated to one of the more memorable moments in the story.
If I could kill a character? Yuna or Yuffie.

Yuffie wasn't that bad. Yeah, she steals your materia, but that was probably the most entertaining sidequest in the whole game.

I take it back, FF IX's Black Mages Dying by the hands of the Black Watlz #3 was truly epic. And you also make an excelent point Raist.
The entirety of FF VIII's cast needs to die.
Except Rinoa. She just needs her ability to speak words removed, hogtied and left in my room...
The one that impacted me most was Cid in VI (well the events that followed impacted me most, not the death itself). That being said it sucks when we let him live. I was glad when Seymour (finally) died. He was like an unfunny Ultros

Blank in FFIX was a big deal to me, because even that early in the game, he was clearly an awesome character, both in design and personality. And it was really played straight, like any other final sacrifice you'd find in an RPG. So naturally, I was overjoyed that, for once, all his friends actually pursue the issue and say, "No, we're totally bringing that guy back."
Good call on Blank! It's impressive how effectful they made his petrification at that early stage.
Thinking back to FF7, I realized that I was more caught up in Shera's non-death than Aeris's actual death.
Also, I'm surprised only one person has mentioned Selphie so far in this thread.

Well before I played FFX-2, anyway. Now it's like, "oh no big deal he comes back and everything's all peachy keen." But it was very sad at the time.
Setzer I wouldn't have minded losing.

I wasn't really affected about Aeris, because someone spoiled it for me on this site a while agao displaying her death in their signature.
There's been more than I realized and I'll mark spoilers just in case of spoiling it for someone else.
[SPOILER] Vivi in IX was quirte emotional he knew that sometime he was going to die, but behind the music in the last cutscenes and having who you thought was Vivi only to be his children was quite heartening[SPOILER]
(SPOILER)Tellah in IV had some impact on me as well. He was a likeable character that was angered by his daughter's death that was cuased by the almighty Golbez. Despite him knowing he didn't have the stamina to cast Meteo he did it anyway to avenge his daughter's death, but sadly his death was in vain as Golbez was still alive after the attack and that had to hurt
(SPOILER) X had a lot of involvement with death probably dealth with the most of of any others since the world of Spira was constantly reminded of the terrible woes of losing a loved one for about a 1000 years straight. It was beautiful yet errifying to see like Tidus desacribed to see Yuna performing the sending to the victims of Sin's wrath.
(SPOILER) I had just recently encountred the beginning of VI when the world is in ruin and I found cid's death to be heartening imagining what it could have been like waking in a destroyed world on a deserted island with only one other human being a bird and some hundreds of monsters that are dying themselves. I wasn't quite sure how long Celes was with Cid after she woke up, but she had to be terribly afraid when he had died. Oh how I wish never to experience anything even remotely similar to that

I have to say overall Tidus. More than white text or flailing of the arms can convey, the fact that you see the pain in Yuna's face itself with her expression just makes it hit that much harder, her tripping and falling trying to get to him just makes it like a torture scene it's just so emotional. Although I'm sure some people consider it to be a torture scene for other reasons....
Pre-facial expressions, the hardest hitting might be Shadow, his whole backstory, haunted nightmares, and ordeal in the game is just so smurfed up. The dark nature of the original japanese dialogue also makes it a really hard hitting and eerie experience.
I don't know if I was ever happy to see an FF character go... I remember wishing Quina bit the bullet a couple times when you lose her just because I thought she was so annoying the first time I played it.
