I'd say FFIX. While they were some underwhelming tracks, ones like You are not Alone and Melodies of Life just topped it off. There's also the great use of A Place to Call Home. FFVII is a close second, just because of the amesome bad-assness of some of its tracks, but I feel it lacks emotion compared to IX.
