Sort of. It's like an expansion pack that you don't need the original game to play. If that makes any sense whatsoever.
It's probably better described as a prequal, and a full game the an expansion pack.

Though from my understanding, it was initially intended to be DLC, and not a full game in and of itself, but I'm not a big fan of Halo and don't look much into it, so anything you hear from me should be taken with a grain of salt on this subject.
