Well, since I don't ever like to be wrong, time to pull out my old destroyed strategy guide!

The first time you go to the orphanage is right before the fight with galbadia garden, in the 2nd disk...

Argggg, dammit, you're right. The white SeeD ship is literally almost the first thing you do in disk 3 Ah well, at least I know now (SPOILER)and knowing is half the battle

Anyway, to be helpful...

You have Selphie, so you must have already done the Fisherman's thingy, and you now have full control over Balamb Garden. The only situations left in the 2nd disk are to visit Balamb, find Trabia Garden(directly after you save balamb), go to the orphanage(right after the horrible basketball court scene), or attack Galbadia Garden(directly after the orphanage scene)
