It's an optional part of the Dress-up for Don Corneo thing. If you want him to pick you, you'll have to get in there so you can get make-up. There's some scenes with the shinra and cait sith in there too. Check it out on your next playthrough!

The Honey Bee Inn is barely hidden (you have to talk to one guy for the membership card). I thought everyone knew about it.
