Not taking sequels into consideration, I'd say FFIX. It was just such a wonderfully amusing game.
In regards to what happens story wise i'd say VIII, just wasn't as tradegic as some of the others and all main characters live happily ever after

I think FF V is more light-hearted than IX. To be honest, IX seemed pretty "in the middle" on that bar.
FFX-2, definitely.
Of course it's a bit depressing if you just rush from Hotspot to Hotspot until Chapter 5 and everyone's all like MY PROBLEM WASN'T FIXED and you get an unsatisfying ending.
Can't see this, sorry.FFIX, some of it was very, very corny; the romance between Zidane and Garnet was arguably the cheesiest and least substantive in the series.
Zidane and Garnet were the best FF romance. Their characters weren't sacrificed for the relationship and they both grew as the game progressed. Only when they had matured did they finally admit their feelings.
As it should be.
The least substantive was easily Squall and Rinoa.

I can agree with Bolivar, their romance still comes across flat, especially since Dagger spends most of the game more concerned about her problems than romance that when she finally goes into the whole "i wuv u" spiel it comes across a bit fake. Granted, its much better done in this title than say... VIII or X but that's really not saying much...

I don't see what's so fake about it. She has a lot of stuff on her mind that's more important than love.
When she finally lets herself "be free" by cutting her hair, she starts contemplating other things and discovers the feelings she's built up towards Zidane.
There relationship comes across very one sided and I never felt Dagger showed much interest in Zidane and his advances. Really, their love story is very similar to Squall and Rinoa's except Dagger at least seems to get along with Zidane. I just feel she's like Squall and comes across very detached for most of the game and then suddenly its like like BAM! I love him. I don't feel the game really builds up their feelings like they should have. Dagger comes across too serious and "business as usual" and thus I feel even when the game tries to hint she might like him it comes across more as a friend or mentor instead of actual affection.
The only thing that saves it from VIII's fate is that Dagger still remains mostly unchanged whereas Squall turns into a love sick puppy and loses a lot of his bad ass/ jerk appeal. Its still one of the better love stories in the series but I personally feel the FF series usually does a pretty shallow and generic love story overall in the series.

Well Final Fantasy in general doesn't sport the best plots around. They do a decent-to-good job when it comes to narrative and love stories but that's about it.
I think IX had the best overall romance and story in general so I'm probably just biased.
