Can you install Japanese characters on a cell-phone?

Is there any way to download or install Japanese characters to your cell-phone?
I don't really want it for any practical use, I just like the writing system a lot and it would be nice to have it on the cell.

If you have some sort of smartphone (Blackberry, etc.) or iPhone, then you can probably dig up an app somewhere. If its just a regular phone the likelihood is slim. Most regular phones don't run on any real kind of "software". They mostly just use whatever firmware they're given, which is a lot harder to make changes to, if its possible at all

Edit: I should append that this is merely from my understanding. I've done plenty of research on customizing a few cell phones, but I'm really not any kind of expert
