Basically in '04-'05 there was a huge expansion in both forum activity and Knights, with a couple of treble Knightings (Del, Yams, Xander & Void, Necro and Hsu respectively) so any time before that period it was pretty gosh darned low.
In conclusion, how dare you not remember the exact numbers of staff members on a Final Fantasy forum from 5-6 years ago!
