That isn't true at all. A mark of a great game is how well it is remembered years after the hype. How much there is to do when finishing the game. Its story, its sidequests, its minigames, its replayability, its battle system ...to name a few things.
All controversy in the fanbase proves is that this game has had some severe problems, and it isn't just the fanbase that have wrote negatively about it.
